Emergency Situations Ministry Proposed to Adapt Civil Defense
Russian Emergency Situations Ministry prepared amendments to the existing Soviet-era civil defense strategy, proposing to abandon the practice of general evacuation and build shootproof shelters in residential areas, “Izvestia” writes on Tuesday.
“The main focus of the new strategy for civil defense will be made on asylums and defenses. For example, it is planned to introduce a new category of protective structures – shelters, which will be built in residential areas,” the publication says with reference to the interim head of the Department of Civil Defence and Protection of the Ministry of Emergency Situations Sergei Akatiev.
According to him, these structures (as opposed to the Soviet bomb shelters) will be designed not against the nuclear attack, but to protect from shell fragments and structures of collapsed buildings, the newspaper said.
